Why don't we often see pixel characters with the ability to change outfits?

Last mobile pixel game I adore of their aesthatic was Metal Slug:Awakening. Even then, there's a lot of great visual asset goes to waste coming from this long time hardcore fans So, kudos for going further and beyond with this project. Never settled and don't stop dreaming✨

Probably because its a lot of work? I guess it varies from artist to artist, but making an animated sprite like the one above can take several weeks, or even months, to draw. Another reason may be because sprites like the one above are rarely needed. I mean, in what kind of situation would a character need to CONSTANTLY change their appearance like that??
