One thing being overlooked at. Description of skills are so overly complicated and wordy.

To avoid confusion, I think the devs better be using phrases such as Ult, s1.1, s1.2, passive, etc., along with different coloured phrases

imagine having to read something to understand it fully. I know right how dare they give you a good amount of information so you can decide how you want to build your character. it's shocking and it should come with trigger warnings.

Not really it is just normal if u play a lot of RPG or MMORPG games

there's a tutorial for all characters that you have, just open the activity menu > path of growth > Skill Training

Not really, If you really played, read and tried to understand what the game is telling it's not that hard. You never seen a complicated Skill Tree as much as Path of Exile did. That is one big clusterfudge of a mess that you literally needed a guide online to maneuver into. You people are complaining so much with just this when this is not even as complicated as other games are.
