Tier List Organized by Team Role
I don't think there are any bad characters really, just ones that require more investment than others to reach the same results. I found that there are a few misguided characters like Yuanwu and Spectro Rover being able to sustain at higher Reso Chain levels (as well as provide some decent damage here and there).
I also found that there are some characters that can play in a more "Quick-Switch" sort of playstyle where u kind of just bounce back and forth between getting dps windows and utilizing their high damage Outro Skills. That leads to characters in those teams actually preferring the ATK% set and can even work with each other fairly well.
There is a lot of different small things we need to look more into and maybe units that aren't used much can be fully realized once we have even more tests and stuff on them, but as of rn i feel like these units are pretty well placed with potentially encore moving up a tier as well as Calcharo once Yinlin releases. I also think that Spectro Rover is deserving of an A tier, but if you had to choose Havoc or Spectro id choose havoc and that alone lowers how useful a Spectro rover is.
I organized them based on investment level and how strong they are at base; I didn't factor in other roles as instead I just ranked them in how they would perform in the other role. For ex: Encore in the DPS section is S tier and isn't factoring in her potential to Sub DPS because she is also ranked in the Sub DPS section.
